Ute Klamert joined WFP as Deputy Executive Director for Partnerships and Advocacy in February 2019, leading the organization's engagement and resource mobilization activities with governments, United Nations agencies, private sector and other resource partners. In this role, expanding the partnerships and advocacy functional support to the WFP mandate, her priorities include diversification of funding sources by fostering engagement with IFIs and by creating an enabling organisational environment for specific domains such as thematic funding and climate action financing. Ms. Klamert also drives corporate communications and advocacy efforts to further WFP's mission of 'saving lives, changing lives'. An organisational enabling environment includes development of systems and guidance but also of capacities. Ms. Klamert is committed to investing in the skills and capabilities of her staff as well as increasing diversity across the Partnerships and Advocacy Department.

This session seeks to increase awareness on mainstreaming of Protection of Civilians (PoC) by the UN and EU peace/security actors and on the complementarity of PoC with humanitarian protection. In addition, it will debate the current gaps and challenges to protecting civilians in complex emergencies. Finally, the session will discuss how Civil-Military Coordination can facilitate protection outcomes in contexts of shared humanitarian and military/peace presence.
As CIVIC's Regional Director for the Sahel, Vianney Bisimwa is responsible for support to communities' Self-protection programs, Governments, Security and Defense Forces' efforts to put the protection of civilians at the heart of responses to instability, and Civil Society organization's advocacy to Institutions to prioritize POC. Through the innovative and pragmatic research, advocacy, capacity building, and technical advice approaches and tools, he leads CIVIC's effort to reduce civilians harm and better protect communities affected by the conflict in the Sahel. He served as Country Director in Mali and Head of the Goma and Kinshasa Offices in the DRC with Search for Common Ground. In addition, he worked in the Central African Republic (CAR) as Social Cohesion Program Manager with Danish Refugee Council, and as Head of the Humanitarian and Tackling Violence and Building Peace program of Christian Aid in DRC.
