De-Joseph Kakisingi,Gynaecologist and surgeon, married with 4 children is the Country Director of Santé et Développement «SAD», a national NGO, He is the president of CONAFOHD (National Council of humanitarian and development NGO forums in the DRC) wich brings together 5 main platforms of national NGOs in the DRC, with more than 400 member organisations . CONAFOHD contributes significantly to the localization agenda, notably by facilitating exchanges between national NGOs and the national humanitarian coordination, donors and ather networks focussed on localization. He is also one of the pioneers who organised the first national symposium on the localisation of aid in the DRC, a framework which provided a single definition of localisation for all humanitarian actors and helped to identify the 5 main pillars of localisation in the DRC.
